  • The plan needs the EU to pass the digital euro law by end-2026; the ECB eyes a first issue in 2029.
  • Euro stablecoins grew 63% in a year to about €747M, still tiny next to $305B in dollar tokens.

Quick answer: On Oct. 17, 2026, ECB President Christine Lagarde told the IMF that the digital euro pilot will run for 12 months from the second half of 2027. She said EU lawmakers must adopt the digital euro regulation by the end of 2026 for that plan to hold.

The European Central Bank has put a date on its digital euro pilot. In a statement to the IMF on Oct. 17, 2026, President Christine Lagarde said the ECB will run a 12-month internal pilot in the second half of 2027, but only if EU lawmakers adopt the digital euro law by the end of this year.

The message was aimed at Brussels as much as at markets. Lagarde called that legal deadline “key.” So the clock now sits with the European Parliament and EU governments, which are still arguing over the details.

What did Lagarde say about the digital euro pilot?

Lagarde spoke at the 54th meeting of the International Monetary and Financial Committee during the IMF Annual Meetings. Most of her statement covered inflation, which hit 3.8% in September, and the ECB’s two 25-basis-point rate hikes this year. Cointelegraph led with the same figures.

The payments section was short but direct. “In the retail space we are preparing to complement cash with its digital equivalent – the digital euro – for day-to-day payments,” she said. She added that the digital euro pilot would “lay the groundwork for a seamless and secure launch.”

Notably, the statement never mentioned Bitcoin, stablecoins or crypto by name. Instead, it framed the project as a question of “strategic autonomy in payments” for Europe.

Who takes part in the pilot?

The ECB’s pilot page fills in the details. More than 50 payment firms applied to join, and the ECB picked 36 payment service providers from across the euro area. The pilot will test a working version of the system in real situations, such as in-shop and person-to-person payments.

A second call is open now. Online and mobile merchants can apply to join the digital euro pilot until Oct. 27, 2026. Meanwhile, the ECB says it aims to be ready for a first issuance during 2029. However, it will only decide to issue once the regulation passes.

Why the end-2026 deadline matters

The law is the real bottleneck. EU governments agreed their position on Dec. 19, 2025. The Parliament’s economic committee then backed its own text by 43 votes to 14 on June 23, and the full chamber approved talks by 416 votes to 169 on July 9, according to the European Parliament.

Both sides accept a cap on how many digital euros one person can hold. Yet they disagree on who sets it. Under the Parliament’s position, the Commission would set the limit on ECB advice and review it at least every two years. By contrast, member states want the Council to set an overall ceiling, with the ECB fixing the exact limits below it.

In short, if talks slip into 2027, the pilot and the 2029 target likely slip too. That is why Lagarde used a global stage to repeat the date.

Data and context: euro stablecoins are growing fast

The private market is not waiting. DefiLlama data shows about €747 million in euro-pegged stablecoins on Oct. 17, 2026, up 63% from €458 million a year earlier. Circle’s EURC is the largest, with a market cap near $501 million on CoinGecko at 16:51 UTC.

Still, those numbers are tiny next to dollar tokens. DefiLlama counts roughly $305 billion in dollar stablecoins. At the same time, CoinGecko put USDT at $183.5 billion and USDC at $72.6 billion. Bitcoin traded at $81,249 and Ether at $2,405, both slightly lower on the day.

This gap is the core of Europe’s worry. For background, see how EU regulators named USDC a significant e-money token under MiCA, and why the FSB issued a cross-border stablecoin warning. Our USDT vs. USDC guide and the stablecoins hub cover the basics.

Pontes: the wholesale side is already live

Lagarde also pointed to Pontes, the Eurosystem’s blockchain settlement link, which went live on Sept. 21. It lets banks settle tokenized asset trades in central bank money. In other words, it offers an alternative to private settlement tokens such as stablecoins. Cointelegraph reports full rollout is expected by 2028.

This fits a wider trend. In the U.S., the DTCC tokenization service launches this month. Card networks are moving too, as shown by Visa Direct USDC prefunding.

What to watch next

  • Trilogue deal: A political agreement on the holding limit before Dec. 31 would keep the digital euro pilot on schedule.
  • Merchant sign-ups: The ECB’s merchant call closes on Oct. 27. Strong interest would signal real retail demand.
  • Euro stablecoin supply: Further growth in EURC and rivals would show private demand building alongside the public project.
  • Bank pushback: Lenders have long worried about deposit outflows, so the final cap level will shape their support.
