Quick answer: The Cardano copper reserve is a treasury proposal from Toto Finance asking for 22 million ADA, about $4.75 million on Oct. 23, 2026, to buy physical copper and tokenize it as CuTT. It needs 67% of DRep stake to pass, but early votes are overwhelmingly against it.
Cardano’s on-chain treasury is being asked to take a position in a metal, not a token. A new proposal wants 22 million ADA to buy copper, and the first wave of votes suggests the community is not convinced.
The request comes from Toto Finance, a U.S. tokenization firm, and was submitted on Oct. 14, 2026. At CoinGecko’s price of $0.2158 per ADA on Oct. 23, 2026, around 10:57 UTC, the ask is worth roughly $4.75 million. CoinDesk reported the plan on Oct. 23 at 04:36 UTC.
What happened with the Cardano copper reserve proposal?
Toto Finance filed a treasury withdrawal called the Strategic Tokenized Copper Reserve. The plan is simple on paper. The treasury sends 22 million ADA to Toto. Toto buys COMEX Grade 1 copper cathodes and stores them in a COMEX-approved U.S. warehouse. The metal is then tokenized as CuTT, with one token for each verified pound.
The copper would be held for 18 to 24 months and then sold. Net proceeds and any unused funds would go back to the treasury by month 36. The proposal document states that the return of principal is not guaranteed.
Monty Metzger, Toto’s founder and chairman, told CoinDesk that “Toto takes no profit from this proposal.” He said the firm aims to scale to “$5 billion in tokenized copper assets” and that “Cardano could become our flagship showcase.”

Why does it matter for ADA holders?
The money comes from a shared pot that is already nearly used up. Cardano has a net change limit of 500 million ADA for treasury withdrawals, running until about July 2027. Toto’s own Oct. 14 snapshot shows 457.4 million ADA already used. That leaves about 42.6 million ADA of room.
This one request would take just over half of that headroom. Only about 20.6 million ADA would remain for every other builder until mid-2027. CoinDesk also notes that returned proceeds would not refill the limit. So even a profitable trade would not free up space for other projects.
The economics are also a hard sell. Copper would need to rise about 49.4% to break even if the full budget is spent and the dollar price of ADA stays flat, per CoinDesk. The plan assumes buying near $6.73 per pound and selling near $10.06. Meanwhile, Toto could receive up to about 3.36 million ADA, or around 15% of the request. That includes 2.64 million ADA for technology and project management, a 441,732 ADA execution fee and up to 278,291 ADA from a storage and insurance margin.
What does the vote data show?
The early numbers are lopsided. On Oct. 23, 2026, AdaStat showed about 13.05 million ADA of DRep stake voting yes and about 1.34 billion ADA voting no. That is roughly 0.25% in favor. The DRep Forum tracker showed a similar picture, with 2 DReps for, 50 against and 1 abstaining.
The bar to pass is high. Treasury withdrawals need 67% of active DRep stake plus Constitutional Committee approval. Stake pool operators do not vote on this type of action. Two committee members have already voted no on the tracker.
There is a recent precedent. In late May, a 7.8 million ADA request from the Cardano Foundation for a summit got about 65.21% support, short of two-thirds, and the event was cancelled, per CoinDesk. A far larger bet on a commodity starts from a much weaker position.
Here are the key budget lines from the proposal:
- Physical copper: 14,724,409 ADA (66.9%)
- External operations and assurance: 3,533,859 ADA
- Toto technology and project management: 2,640,000 ADA
- Independent administration: 660,000 ADA
- Execution fee: 441,732 ADA
What risks do critics point to?
Several pieces are not in place yet. The CuTT tokens would be minted on Ethereum first and then bridged to Cardano. The smart contracts and audits are still future work. Toto would hold legal title to the copper, and the collateral agent is not named. A U.S. PwC member firm is listed as a preferred overseer, but it has not been engaged.
Toto would also keep the commercial rights to CuTT. Critics argue that this lets a private firm build a product with community funds. Supporters see a real-world asset test case, similar to the tokenization push we covered in DTCC’s tokenization service and Citi’s report on collateral mobility.
What should you watch next?
Watch whether large DReps change their votes. Watch, too, for any revised version with lower fees or a named custodian. CoinDesk and AdaStat list Nov. 15 as the expiry, while the DRep Forum shows the end of epoch 668, around Nov. 20. Either way, the window is short.
The outcome will shape how Cardano treats real-world asset bets with treasury money. For a look at how tokenized assets already work as collateral, see our guide to Aave tokenized stocks. If you want to spend crypto in daily life, compare options on our crypto cards page.
Cardano Copper Reserve FAQ
How much ADA does the Cardano copper reserve request?
It asks for 22,000,000 ADA, about $4.75 million at CoinGecko’s price on Oct. 23, 2026. About 14.72 million ADA would buy physical copper.
Will the Cardano copper reserve proposal pass?
It looks unlikely right now. It needs 67% of DRep stake, and AdaStat showed about 0.25% voting yes on Oct. 23, 2026.
What is CuTT?
CuTT is the planned copper token from Toto Finance. Each token would represent one verified pound of warehoused copper, minted on Ethereum first and later bridged to Cardano.
